Today's best designers and architects are planning for efficient, cost-saving structures. A big part of that efficiency comes in the form of the building's lighting styles. In the past, people would use incandescent light bulbs for the majority of any lighting application, complemented by older T12 fluorescent bulbs where those fixtures could fit. These days, thanks to major advances in fluorescent technology by Osram Sylvania, GE Lighting, and others, you really can have a solution that simply works better and for much lower energy costs by using Sylvania twin tube, also referred to as Sylvania Dulux light bulbs. They are approximately the size of incandescent bulbs and can therefore fit into areas that the linear fluorescent tubes cannot. The two-pin base of this CF13DD model is designed to provide a low cost bulb replacement when bulbs expire. The ballast and other components are mounted in the socket, so the only part you are changing is the bulb itself. There are four-pin models available, which actually do contain the ballast in the bulb structure. That model would be referred to as a CF13DD/E. Naturally, since the bases aren't the same, these bulbs are not interchangeable.
Some people think that fluorescent lighting is undesirable and ugly. While the desirability and ugliness are subjective traits, I think you'll agree once you see the light produced by these bulbs that they emit a very pleasant light color and quality. In fact, you have more options than with a standard incandescent bulb. You can choose 2700K or 3000K, which are both warm, orange/yellow tinted light; very similar to normal light bulbs. There is 3500K, which is a blend between warm and cool and there is 4100K which is standard cool white. At the high end, you can get a pure white bulb in the 5000K color temperature. The 20691 part number represents a 2700K bulb in two-pin base. It is called a CF13DD/827.
Compact fluorescent lighting is all about being flexible and maneuverable. As for the safety of fluorescent lights, there is no evidence of any harm being caused to anyone or anything by simply using this type of lighting. Somehow, an urban legend has grown out of somewhere suggesting the bulbs are not healthy. It is as safe as any lighting source you can buy.
